Attestation -Make uploading support documentation for Question #43 & #44 mandatory during attestation

When this story was deployed there was an unintended impacte to the health of onboarding and existing advisors where the supporting documentation was made mandatory. This change will remove the requirement for onboarding advisors to provide this documentation and restore the health of existing advisors so that they continue to be able to contract without the supporting documentation being required.

However, these documents will remain mandatory during attestation.
