All comments to be maintained on a contract even if if the contract is reset

1. All comments on a contract that were attached prior to a reset must be maintained
2. If the client resets the contract, then we must also continue to add a comment to indicate that a reset was executed.
3. Any comment left after the reset must also be maintained
